Board of Trade, December 16, 1911.

I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 11th December, transmitting copy of a telegram from the British delegates to the Opium Conference with regard to the proposal to define the term "preparation of opium."

The Board feel some difficulty in offering any observations on the matter in the absence of any statement as to the purpose for which the definition is required, and they would be glad to have such further information on the subject as the delegates may be in a position to furnish.
